Abstract
Rapid urbanization, increasing population growth, and the continuous rise in municipal solid
waste generation have intensified waste management challenges across many developing
countries, particularly in Nigeria. Conventional waste management practices in Abia State are
characterized by inefficient manual operations, irregular waste collection schedules, inadequate
monitoring mechanisms, poor stakeholder coordination, and limited citizen participation,
resulting in indiscriminate waste disposal, environmental pollution, flooding, and public health
risks. This study presents the development of a real-time web-mobile system for optimized waste
management in Abia State. The proposed system integrates web and mobile technologies with
Geographic Information System (GIS)-based location services, real-time waste reporting,
automated waste collection scheduling, intelligent route optimization, and administrative
monitoring to improve operational efficiency and service delivery. The system was developed
using the Agile Software Development Methodology to support iterative design, implementation,
testing, and continuous improvement. Python (Streamlit) was adopted for the web application,
Flutter SDK for the mobile application, Firebase and MongoDB Atlas for cloud-based data
management, while GPS-enabled geospatial services facilitated real-time location tracking and
optimized waste collection operations. Pilot implementation and system evaluation demonstrated
significant improvements in waste collection efficiency, faster response to waste complaints,
enhanced communication between residents and waste management authorities, improved route
planning, and greater transparency in service delivery. The developed platform also promoted
active citizen participation through mobile-based reporting and real-time monitoring of waste
collection activities. The study concludes that integrating real-time web-mobile technologies into
municipal waste management provides an effective, scalable, and sustainable approach for
improving urban environmental sanitation and supporting smart city initiatives in Abia State and
other developing regions with similar socio-economic characteristics.
